Have a question – do you use a filter of some sort? I was wondering how you get the specks of light as circles in the corner.

no filter (unless you count a UV filter which stays on the lens all the time). Wider aperture, and a 8-10 second exposure – and I still had to dial up the exposure in post processing.
the circles of light are just an effect of the streetlight reflecting off the granules of pavement the puddle is on.
