Wait. Did you position the camera in front of the cat, then drop the Lego guy in front of her/him? I think that’s how I’d do it. I wouldn’t put tuna on it for fear that the cat would actually eat the guy. =P
I have a cat who hunts little plastic things, including little people (not Lego since we don’t have any). Her favorite “prey” are pens and pencils. She’ll go, “Wooow! Meoow! Mrow-ow-ow-ow! Meow-OW!” really loudly like she’s announcing her catch to the house. lol

Rayleigh was just laying on the floor. I put the LEGO on the floor in front of him, and just captured his natural curiosity 🙂
